Unanimous support from East Coast Council for Rural Retirement Village

Glamorgan Spring Bay Council has unanimously voted to support and initiate “Tempus”  – a high-quality integrated retirement and healthcare project south of Swansea.

The proponents, Tempus Village Management Pty Ltd and Jack Cotton are absolutely delighted with the support from the Council after working solidly for more than 18 months to satisfy all criteria.

The Council’s Senior Planner said:

“Review of the application and strategic documents identified that the proposal was consistent with the local Swansea Structure Plan, Glamorgan Spring Bay Strategic Plan, Regional Land Use Strategy and relevant state policies. In addition, the proposal provides infrastructure that provides for ageing in place within the local and regional areas. The assessment therefore concluded that Council could support the proposal.

In summary, the proposal has significant opportunity to provide positive environmental, economic and social impacts for Swansea and the regional community. 

The description of the use provided in the accompanying planning application document identifies that many facilities on the site will be made available for the local community to use and that commuter services for residents will be provided from the site to Swansea township.

It is anticipated that the proposal will have positive ongoing economic and social impacts for the local and regional community, through both initial construction and then the ongoing operation of the facilities and impacts of the residents. It is also noted that the nature of both the lifestyle village and aged care components of the proposal are likely to generate a broad range of professional, technical and operation positions, creating significant employment in the area and subsequent economic/social benefits.

As Tasmania’s reputation continues to shine in both clean green and post Covid environments, the attractiveness of such an integrated retirement village in such a desirable location will undoubtedly attract Tasmanian, national and international interest and facilitate ongoing investment and development within the Swansea and Glamorgan Spring Bay region.”

“We have already done 4 community consultation days in the local and wider community and had overwhelming support, so we are encouraged by this,” property owner Jack Cotton said.

The Tempus lifestyle retirement village and nursing home is proposed to be built on ‘Kelvedon Estate’ with the support of the fifth generation Cotton family, backed by Australian development and management company Tempus Village Management Pty Ltd (TVM). The Council approval supports a Particular Purpose Zone on the property’s north east corner, 4 kilometres south of Swansea, which will now be referred to the Tasmanian Planning Commission after a public notification period.

Tempus will cater mainly for regional and rural retirees – people who want to retire in the country with their pets, including horses, and enjoy all of the services and facilities that are usually only available in the city. This lifestyle in a village setting is currently not on offer in Tasmania.

“It will be independent rural living with a difference – redefining retirement”, John Lewis, Principal Architect to Tempus, said. “Tempus will allow residents to retire into an elegant, fun, rural lifestyle. They will be able to take their pets and be in a well-supported but low-density environment in an amazing world-class location, close to the township of Swansea, and only 90 minutes to Hobart and Launceston,”

The 18-hectare site, surplus to the farm’s requirements and not suitable for agricultural use, is a gently sloping hill behind Piermont Resort on the top side of the Tasman Highway with a magnificent outlook over Great Oyster Bay towards the Freycinet Peninsula. Net of setbacks, the developed area will be 7.7 hectares.

Plans include three levels of care – 140 independent living units (ILUs) (1, 2 and 3 bedroom, 2 bathroom), 30 assisted living units and 44 nursing home suites, including a dementia ward. The ILUs are addressed to lanes running along the contours in terraces giving every home a view. The project will have a strong environmental and sustainability focus, especially regarding water usage, power and waste management.

Facilities will include a café, theatre, function hall, stables and indoor arena, workshops, greenhouse, library, 20m pool, gymnasium, fire pit and barbecue area, children’s play area, leash free dog areas, regular minibus to town and state of the art communications.

All facilities will be open to the wider community, not just residents. The project will work with the Swansea and broader East Coast communities and businesses to utilise the Tempus recreational facilities and services for maximum community benefit and engagement. 

Les Walden, Managing Director of Tempus Village Management (TVM), said that the approval by the Council was a culmination of work by the TVM team, alongside many local expert consultants, which began in November 2018. A significant amount of time and money was utilised to ensure that Tempus pays respect to the environment, the local community and the world-class location. The result will be the determination of a unique concept which the community can be proud of and actively engage with. The design work by John Lewis is outstanding, draws inspiration from the surrounding areas and provides a considered and sustainable development which fits magnificently into the landscape of Kelvedon Estate and the beautiful East Coast of Tasmania.
